Restore ability to manually power down nodes, broken in 15.08.12
in commit b4904661

The patch introduced in commit b4904661 (not powering down dead node) has a bad side effect.  Adding the "(node_ptr->last_idle != 0)" condition prevents from powering down nodes with the following command:

scontrol update nodename=nX state=power_down

because the state update function relies on zeroing the "last_idle" variable when a power_down is requested (see src/slurmctld/node_mgr.c, line 1589).

Reverting this commit should solve the problem...but I let you decide...

These functions needed to get change from 32-bit to 64-bit, but
  were not addressed in earlier work.

Change some print formats from "%ld" to "%"PRIi64 to avoid build
warnings.

0x000000008fffffff is wrong and produces some weird side-effects.

Move to xstring.[ch], and use sed to swap out all references.

Will handle NO_VAL/INFINITE <-> NO_VAL64/INFINITE64 conversion,
as well as MEM_PER_CPU flag.

MaxMemPerNode, MaxMemPerCPU, DefMemPerNode, DefMemPerCPU

Used to pack/unpack new uint64_t arrays into older uint32_t
array format for RPCs.

Change RPCs and add encode/decode logic for past version.

Change variables and structures to uint64_t:
def_mem_per_cpu, max_mem_per_cpu, free_mem, real_memory, actual_real_mem,
job_mem_lim, step_mem_limit, pn_min_memory, job_mem.

Change MEM_PER_CPU flag to 64th bit instead of 32nd bit.

Note that additional work is required to address local variables.

Also need to add table conversion logic to MySQL, as mem_req column
needs to change type to 'bigint unsigned' from 'int unsigned'.

Copy previous format, but do not change yet. Update RPCs involving:
