fixes to bluegene specific stuff from merge of mark.  Also fixes s_p_parse_file when bad file is given

leaves hostfile parsing broken, but really it was already broken.

First patch to x_ac_debug.m4:

 "I noticed a bit ago that ./configure --enable-debug has been broken
  in SLURM for awhile -- it does not append "-Wall" to builds.
  
  This patch fixes the problem in x_ac_debug.m4."

Second patch, "fix-compile-warnings.patch", cleans up alot of warnings
revealed by the first patch.  I needed to clean up the patch because it
removed some variables and labels that were used within #ifdef sections.

NOTE: failed to merge mods to src/plugins/jobacct/log/jobacct_log.c, 
  this logic is being completely re-written.

  slurmstepd set allowing it to run unmodified out of the builddir for
  testing (Mark Grondona).

LSF seems to work this way, so we allow it, but it does seem 
dangerous.

Make some code conform with Linux kernel coding standard.

clear jobid from batch request unless explicitly set on command line 
  (don't use SLURM_JOBID env var). permits submitting new batch job from 
  within an existing job allocation.

srun execute line.

expliclty set on srun execute line, do not re-use it from 
the SLURM_JOBID env var (which prevents submitting a 
series of batch jobs).
