[un]pack_cluster_accounting_rec was moved to a new file and changed to
slurmdb_[un]pack_cluster_accounting_rec in 5f156ac2. Prototypes for
pack_cluster_accounting_rec were added in 3f45b4e5 instead of
slurmdb_[un]pack_cluster_accounting_rec.
