added more reports to sreport fixed mysql plugin to do uint64_t's  also changed some rpcs for the slurmdbd

    built with correct specification of which packages to build or not build.

    one job can run per node (select/cons_res or partition shared=yes|force).

it should only apply to a job step resource allocation.

    slurmctld select/cons_res was over-allocating resources based upon an 
    uninitialized distribution value. Since we can't save the value without 
    changing the state save file format, we'll just set it to the default 
    value for now. This will result in an incorrect task distribution for 
    jobs that had a task distribution that was not the default and were 
    pending when the slurmctld daemon restarted, but at least resources
    will not be over-allocated.

it formerly always based the next job id upon the last one used on restart 
without comparing agains configured MinJobId.

Previously could hang the srun command with no error message.
