Fixed a couple of problems for NO_CONF_HASH too (bits were 0x12, changed
to 0x20, added documentation to slurm.conf man page, and add logging for
scontrol show config).

put in a working .conf so we can tell the difference between what is in the .rc and what has changed

  preserve config gres string so we can validate node registration values
  against original config rather than revised config with fast schedule=0

  for better speed

  reserve lower numbers for other uses (licenses, sockets, memory, etc.)

  populate it with configuration information passed up from the slurmd
  at registration time.

ok, this added the rc support to slurm.  There is no way to set it up automatically right now, but a little popup will be added next time.
