The select_p_resv_test() functions for the select/linear and
select/bluegene plugins were not updated for specifying core
counts per node. The additional argument was not used, but
now the functions are consistent across all of the select
plugins.

Add resrvation "flags" field to select_p_resv_test() and
select_g_resv_test() functions.
Also found errors in how those functions are referenced in
select/linear and select/bluegene

Underlying code incomplete. Only added the flag.

accounting if running for the first time (should speed up startup
dramatically on systems with lots of nodes or lots of jobs).

This information was never used and has been eliminated
