correct accounting storage prefix

Correct select/cons_res logic to allocate CPUs properly if there is
    more than one thread per core (previously failed to allocate all cores).

(used to be true, which caused failure if not highest priority or 
other reasons)

    for a job as well as the nodes to be allocated and processor count
    (for use by Moab).

depends upon is in either COMPLETED or COMPLETING state
(I just added the check for COMPLETING to cover possible
timing issue).

    resources configured than actually exist (useful for testing purposes).

ok, we are good with all the threading issues with the mysql plugin.  people trying to add the same info more than once will only have it added once

jobs so we can properly schedule them later).
