RSS value in /proc is of by 3 according to the man page and 
I adjust for that here.

Put bluegene.conf options in alphabetic order in the man page.

BLUEGENE: mods to make it so we don't look at a block after it is destroyed.  It still appears we can see it after it is gone for some reason, but it is removed
