rewrote sacct to allow the server to get sort out information instead of getting all the information and then sending it back for sacct to muck with.  This is primarily for use with database plugins or anything using the slurmdbd, but is also nice with the filetxt.

added some documentation for not running slurmdbd for jobcomp plugin and redundancy for the accounting and jobcomp plugins

    separate flags for job, partition, and node data. See "man slurm.conf"
