It will be simpler for the slurmstepd to get the parameter
as needed (once). That way, we get current information rather
than needing to worry about slurmd getting reconfigured data.

Move the logic that determines stdin/out/err value out of scontrol
into an API that can be called by other commands (e.g. squeue and
sview).

The duplicate can be generated by prolog or epilog programs

This makes it consistent with the value of default_queue_depth.
The backfill scheduler should be able to easily handle this value
(or much higher for pretty much any configuration).

This function can now be called to test for processes which are
dumping in order to avoid sending them a SIGKILL until dump
completes. Change in logic required for job_container/cray.
