ok, it appears we have a working wckey test now in 22.1 and the functions are flushed out. sreport doesn't do the api functions yet though

  stop prevent the release of user tasks until it's attach is completed, which is not 
  appliable in test mode

removed get usage for clusters since we can use the regular get usage, and flushed out the rest of the basic db apis, report apis do not work yet
