Header files for new slurmd implementation

 o delete all DEBUG_MODULE stuff

Is node validation different from node registration, I dont think so

finished implementation of node_registration_status message that the nodes sent to the controller when they come up

changed function calls to match function prototype, didn't throw compile errors because they were inlined

Implemented new slurm_api_init that takes a configuration object containing pri and sec controller address and the default port to connect to

added function docs from c files
