The compare used the node's weight rather than cpu_load

Need to populate with data and update sinfo/sview to report

correctly when dealing with systems larger than 1 midplane :).

This code was obsoleted by patch

when none are requested.  The Block allocator sets it up temporarily so
this isn't needed.
