Correct bug about level_ variable

Soil moisture

I added the soil moisture variable in the list of variables issue number #12 I also took the opportunity to remover the monthly_nbday scripts which are outdated.
I add the file table_of_variable and template.nc into the git repository because I though that it was better to have everything together and safer to have it version controlled. I also modify the default config file to go with this change.
I solved also issue #13 and #11.

I tested it with m04o and it seems to works well. I will test it also with m04r, m04p, m04s. I don't know if some one else could test it.

   I have just fixed a minor bug which created a wrong file naming in some cases : fc was missing from the file name so that the number of the previously processed member was not correct.

Hi,

   I have just corrected two small bugs in nccf_atm_monthly. There was a $ missing in front of a MONF. And there was a renaming of the leadtime dimension to time whether it had already been done on my file so I added a check to skip this step is the renaming is already done.

Commented a concatenation of the old file with the new file while they had the same name; only if they span different forecast times the files should be concatenated

Bug-fix: the variable leadtime is already in the file, the dimension leadtime is not hence -v should be -d
