Job status in the historic database will not change if the job is in a finalized status COMPLETED FAILED and is changing to a starting status WAITING READY

Implementing #644. Job ordering has been implemented, the ordering principle follows date -> member -> section -> chunk.

Fixing errors found in #644. The maximum length for an option in the GENERAL_STATS file has been set to 1000 chars because more than would hurt the visualization of the plots. Added hundreds comma separator to numbers in the plot legend.

Fixed a bug on the experiment history related to a job creation mechanism that failed when previous data was not found

Implementing #555. The priority for selecting the output folder of the statistics will follow: LOCAL_ROOT_FOLDER/expid/stats -> LOCAL_ROOT_FOLDER/expid/tmp -> LOCAL_ROOT_FOLDER/DEFAULT_OUTPUT_FOLDER/stats/ . This order will be bypassed if the user executing autosubmit is eadmin. Regular users cannot create any folder inside another users' experiment folder, even when having write permissions on that folder.
