ECMWF-CCA conf updated to run EC-Earth3.1b HR experiments... (an important blank space was missing now corrected)

Merge branch 'develop-2.4.1_ecmwfcca' of https://dev.cfu.local/autosubmit into develop-2.4.1_ecmwfcca

Spin up workflow support available in expdef conf file. Workflow will have SIM dependancy only, if parameter SPINUP=TRUE. By default SPINUP=FALSE

- ARCHDEF: updated w.r.t ECMWF-CCA but still the HEADER_SIM is hardcoded for coupled experiment having three executable
