Job_list_backup.pkl to 0 bytes

In 3.14.0 ( to confirm in 3.15 ), there is a bug that when the job_list_backup.pkl has 0 bytes, it doesn't allow the use of autosubmit create/recovery. So the backup procedure is missing a check if command == "create" or "recovery"
