A key to do no clone any submodules

Summary

I found a lost comment in another issue (#991 (comment 213223) ). I would like to avoid cloning submodules in some cases (when using a precompiled model in the DestinE workflow). Quoting Dani:

No currently, Empty or non-declared means clone all. But we can implement a key like PROJECT_SUBMODULES: - to do no clone anything.
