Revise wrappers in a rerun

There are some issues when trying to use wrappers in a rerun.

• Policy: flexible -> Jobs not being wrapped *to determine if it is a bug
• Policy: mixed -> Jobs sent sequentially due to fail_count not set to 0

Additionally, there are some issues with wrappers not displaying enough logs in 4.1.3 ( to see if it happens in 4.1.7 ) during the time between Jobs ready -> job submitted
