allow to test new jobs without submitting them

I have found many times that while developing or fixing templates, I introduce errors and have to kill the submitted job before it starts running.

It would be much easier if we could have an option to generate the job scripts without submitting them.

This could be done by adding an optional flag to the run command, or adding a new command like testrun.
