COPY_REMOTE_LOGS not working properly

I've discovered a bug in the COPY_REMOTE_LOGS feature.

The problem appears since the local LOG_expid folder is created when there is a job that is run on the LOCAL platform.

If you have an experiment where there is no local jobs, then this feature does not work properly because the log files can't be downloaded.
