Serial queue in PBS not propagated

Running the post2 job, we found that even specifying the queue in the jobs.conf, it is not set up correctly in the header of the job. @jvegas found that it is because for PBS jobs, this part is hard coded. We also tried to pass the queue as custom directive but it doesn't overwrite the default and we end up having 2 queues specified in the job header.
Could this be corrected please? Thank you!
