improve SIM is QUEUING

In many cases the job is not right configurated or the queue is not right

Like:

right now autosubmit do nothing and post forever...

Job YYYY_19900101_fc0_1_SIM is QUEUING

Will be useful that autosubmit cancel the job if it is not waiting for a normal reason like (I'm only know Priority, but it should more)
