CHECK failing even if On_submission = TRUE

As discussed now, in a2ev Autosubmit was failing to submit SIM job. It worked after commenting out the CHECK parameter.

PS: Another thing to look at is that moving the file to some other place puts Autosubmit in an infinite loop instead of throwing an error.
