Wrappers: empty job_package table on migrated experiments (3.13.0 -> 3.14/3.14.0.b.0)

Based on the issues reported in AS GUI/API #17 some experiments that were migrated results in an empty job_package table when these have defined wrappers. As consequence, these are not displayed in the GUI causing some confusion to the users. this currently happens when an user tries to migrate an experiment from 3.13 to 3.14 and above I guess.
