Add SECURITY.md

Open Bruno de Paula Kinoshita requested to merge securitymd into master

Closes #884

Wrote looking at Microsoft & Cylc SECURITY.md files, then modified it to what I think applies to the BSC & Autosubmit.

Assigned @mcastril as reviewer. If it's approved & merged, I will adapt/copy to the GUI & API projects too.
