Combine acct_filesystem_data_t and acct_network_data_t into acct_gather_data_t

Also change the doubles to uint64_t since they should be that anyway it
appears.

There is probably more simplification that can happen in these gather
plugins, but I didn't spend more time on them as they appear to work just
fine as is.
