Change the slurmd -> slurmstepd init to send the gids/ngids as part of the msg.

Stop sending them separately.

Force the RPC format used to communicate with slurmstepd to the latest.
(This is separate from the field used to indicate what version the srun
command is expecting to see, so stop conflating the two of them.)
