Make sure correct locks are held when messing with the assoc_mgr cache.

Errors were being recorded on a 32-bit system for printing a 64-bit
gres value with a format of "%lu". This converts all of the print
formats to be %"PRIu64".
Correction to commit 166a4eb8

For advanced reservation, replace flag "License_only" with flag "Any_Nodes".
It can be used to indicate the an advanced reservation resources (licenses
and/or burst buffers) can be used with any compute nodes.
