Previous logic could miss master pending job array record

Note the perl software may be packaged separately from Slurm and
Slurm's xmalloc.h header file is not installed with Slurm.

Needed to initialize the array_bitmap in the job record

Test 3.11 was failing in some configurations without this as
the CPU count in the RPC was lower than the number of nodes in
the required node list

I'm not seeing any such errors now, but this is probably better than
killing the slurmctld if an error happens.

Make sure we don't have invalid array_task_id in the master pending
job record

The data structure in the job suspend/resume call changed for support of job arrays and the call in the gang scheduling module failed to change appropriately.
