Implementing #750. Added necessary changes to job class and wrapperjob so the TOTAL_STATS file is not written when the job is sent as HELD, instead, the TOTAL_STAS will be written when the job changes from HELD to QUEUING. Also, added some helpers in the run_experiment function to clean up code. Added typing assistance.

Implementing #757. -txt now generates the corresponding text file and tries to show the result in the terminal. '-o txt' only generates the text file.

Fixed a hard to find bug related to file descriptors finally the issue were on the logging function.

#753 Added further configuration settings to the default values written in .autosubmitrc. Implemented necessary fixes in the history module so it works well with an installation from scratch

autosubmit run -rm will only run the jobs with that member and previous jobs with no member. The execution will stop after the execution of jobs with the specified members has been completed

Now mail_notifier will correctly send the email only to the platform that is really affected
