Currently salloc, sbatch and srun all validate the memory separately,
this function will serve as a common point for validating memory.

salloc, sbatch, and srun can't submit jobs to that reservation. If
empty string is provided as the reservation name, generate a reservation
name instead.

If a slurm.conf only has gpu but the gres.conf has gpu:gtx or any other
type we want to remove the type from the gres.conf and use that instead
of forcing the admin to remove the type from the gres.conf.
