This eliminates the overhead of separately issuing node_off and
  node_on commands with the single node_reinit command.
It also sets a node DOWN if the node_reinit command fails.

Also remove remove misleading note "Unless PreemptType=preempt/partition_prio
the partition Priority is not critical"; it does still impact scheduling
when nodes overlap partitions.
