Extract level

I just put this script to extract the levels from the 3D file coming from atmosphere diagnotic because @obellprat needed it. @obellprat if you use it and everything is fine could you confirm it here?
I don't know how this does feet with the future strategy of using CMOR. In CMOR how will it be be? all the level together or one file per level? In any case it can be usefull in the mean time.

Bug-fix when considering more than 10 members

Hi,

nccf_atm_monthly fails when using more than 10 members as it uses a condition assuming that the member tag (e.g. fc9) is only 3 characters long. This is now changed to a generic case.

@pabretonniere can you merge that?

Soil moisture

I added the soil moisture variable in the list of variables issue number #12 I also took the opportunity to remover the monthly_nbday scripts which are outdated.
I add the file table_of_variable and template.nc into the git repository because I though that it was better to have everything together and safer to have it version controlled. I also modify the default config file to go with this change.
I solved also issue #13 and #11.

I tested it with m04o and it seems to works well. I will test it also with m04r, m04p, m04s. I don't know if some one else could test it.
