Also change the doubles to uint64_t since they should be that anyway it
appears.

There is probably more simplification that can happen in these gather
plugins, but I didn't spend more time on them as they appear to work just
fine as is.

Turns out we already have this information and don't appear to need to
recalculate the info again.

we can use jobacctinfo_aggregate instead which is much faster,
dealing with arrays instead of parsing strings and then call
jobacctinfo_2_stats only once.

This also removes tres_usage_types_t as that is no longer needed.

This also adds the idea of a 'usage' tres type.
